Ha Nam strikes to basically complete gathering and exchanging agricultural land plan in association with field by the end of 2014. Since 2011, Ha Nam province piloted this project in two communes Vu Ban (Binh Luc district) and Nhan Khang (Ly Nhan district).

 Vu Ban is one of the two communes chosen by Ha Nam province to pilot  the implementation of gathering and exchanging agricultural land. On the fields, the most noticeable thing is the previous small plots with interlaced field border has now been replaced by square larger area plots.This is the time of preparing for winter-spring harvest which is the second crop on new vast fields, promising a bumper crop.

Mr. Tran Ba Toan, Chairman of Provincial People’s Committee (PPC) said that the commune owns nearly 766 hectares of agricultural production which is 1.8 Acre per household averagely.

Up to now, there are 15 of 20 villages in the commune has completed gathering and exchanging agricultural land. This is success beyond expectation,  because at the beginning of the implementation, the local  faced many difficulties such as: uneven surface fields, intercropping-interspersing among villages; narrow and inappropriate layout infield irrigation systems, etc. which resulted in wasteful irrigation, obstructing putting large agricultural machinery in production. In addition, the fact that each household owns 6.3 a plot on average is also a great difficulty in the gathering and exchanging agricultural land and reorganizing production.

Moreover, gathering and exchanging agricultural land will change the volatility of land and is directly related to the interests and budget contributions of people...

Identifying that gathering and exchanging agricultural land is difficult and requires the coordination of whole local political system in persistently persuading people, the Party Committee and the CPC has hold meetings to discuss and construct “The process of implementation of gathering and exchanging agricultural land and building new rural areas" and considered it as guide book for the gathering and exchanging agricultural land in the local.

Based on that, the commune identified that the first task is planning on  expanding infield irrigation traffic and minimizing the number of plots per households, redividing fields without changing the number of households.

Mr. Toan said: in reality, the implementation faced many difficulties, mainly due to the arising of insiders’ hesitating thoughts. Board of directors of gathering and exchanging communal agricultural land; Party leaders, authorities and local associations had to hold meetings with people in different communes, particularly several times with the same places.

When people have thought thoroughly, Vu Ban also made important progress such as mobilizing people to donate land for construction, transport and irrigation expansion and other public constructions following the criteria of new rural construction.

Up to now, 15 villages in the commune has completed gathering and exchanging communal agricultural land with total area of 2,250 ha by 615 households, of which most of the area is redivided with a ratio of 1 household : 1 plot or 1 household : 2 plots, basically overcome the status of 1 household owning too many plots as previously. Another great achievement to mention is the completion of infield transport systems. The commune has arranged infield roads scientifically, in which irrigation troughs are put interposed to ensure that all fields are located along the road, which is convenient for transportation, putting machinery into mass production and fields are irrigated directly from canals.

To have such scientific irrigation and transport systems layout, Vu Ban had to highly concentrated on excavation and embankment for more than a month, with high volume workloads.

Because of the pressure of completing the  excavation and embankment of irrigation transport system before adjusting the field division, the commune had to mobilize excavators, combined with human power for digging. At peak times, there were dozens excavators working whole days and nights. Over 1 month, Vu Ban completed 283 irrigation sections with a total length of 137 km.

Following the initial success in gathering and exchanging communal agricultural land, in the near future, Vu Ban continues the plan to 5 remaining villages and strives to complete this work by the end of 2012. Along with that, Vu Ban continues to finish different tasks to complete the criteria of new rural construction, such as: improving the system of rural roads, constructing waste areas, creating jobs…

Based on the pilot implementation of gathering and exchanging agricultural land getting certain achievements, Ha Nam Province strives to complete reorganizing production by 2014. To 28 communes which finish new rural social construction period 2011 - 2015 will strive to complete the gathering and exchanging agricultural land in 2013 and to ensure that each household owns only one plot, and two plots to the households in rough areas. Accordingly, the province requires localities to based on develop plan, for appropriate gathering and exchanging based on their actual situation, ensuring openness and democracy among the people.

Good experiences have been summarized then expanded the entire province, with the active participation of all levels, the implementation of gathering and exchanging agricultural land in Ha Nam Province will be completed on schedule, maximally facilitating people to apply science and technology, large agricultural machinery in production; improving crop quality and as well as  people's lives, in accordance with the criteria of new rural construction. /.
