With the orientation of mounting the research with the practice, in the period of 2004 - 2005, Ha Nam province has implemented over 150 scientific missions provincial and national level across all sectors such as industry, agriculture, medical, education, information technology, environmental protection ... with agricultural production is essential, many projects in this area have adopted new scientific and technological advances in production and life, with the suitable support mechanism brought high economic efficiency, create new breakthroughs in the process of restructuring of crops, livestock, contribute importantly in promoting of agriculture, forestry of the province to develop comprehensive continuous and sustainable.
In this period, many models have been maintained, encouraged investment and was replicated, as typical project "Building a model of production, using a combination of F1 hybrid rice yield and high quality in Ha Nam province"; project ""Production of flowers in a greenhouse and in the wild in the paddy lands 2". Income has increased in value from 50-60 million/ha to 150-200 million/ha for growing flowers in the wild, 300-500 million/ha for planting flower pattern in a greenhouse. Some high applicability projects that suitable with local realities have also been implemented, such as: project "Conservation research, application and development of carp in the town of Ba Sao, Kim Bang"; project "Building a model of vegetable crops development in the hills of Kim Bang and Thanh Liem district." Especially the project "Applied science and technology advances in building a farming model using bio padding to minimizes environmental pollution."
The project "Building a model of production, processing and consumption of edible mushrooms, medicinal mushrooms towards industrialization in Ha Nam Province." As the unit in charge of implementing the project, Bamboo Exports Ngoc Dong Ltd. Co has received technology to transfer mushroom breeding, technological mastery from grade I to III, the process of cultivating fungi under the project, processing salted mushrooms (straw mushrooms and button mushrooms), drying procedures (oyster mushrooms, wood ear mushroom); Open 20 training courses for 600 farmers. After 2 years of implementation shows that the revenue from the cultivation of mushrooms is much higher than some other crops.
From 2006 to present, Ha Nam has developed and implemented several projects under the Program Support Intellectual Property Development (Program 68) for local specialties such as: project "Construction and management of Cheu village's rice paper collective marks for the village's rice paper Cheu (Ly Nhan), Doi Tam drum (Duy Tien); Project "Propagate, disseminate knowledge on intellectual property on the Radio and Television of Ha Nam Province."
Since the effectiveness of the “Program 68”, the Department of Science and Technology has advised the provincial People's Committee to implement the project to protect industrial property for the traditional villages with the fund taken from scientific career in the province. Thereby a number of projects have been developed and implemented, such as: project "Construction, management and development of Voc wine collective mark (Binh Luc), Quyet Thanh ceramic (Kim Bang), Nhan Hau fish stock (Ly Nhan).
In the field of industrial production, handicrafts and transportation, the topics and projects have been implemented focusing on the basics cater to the management of departments and agencies, people's committees of districts and cities. The research in the field of natural resources and the environment has also been suggested with solutions of integrated management, environmental protection solutions in a sustainable way. The results of scientific research on the application of information and communications technology has brought significant effect to effectively serves to operate in directing and operating of agencies, operational activities of different levels, branches, serving the citizens and businesses such as: project "Application of information technology in the management of poverty"; project "Building online briefing system from provincial to district and city of Ha Nam province”...
In the period of 2004 - 2014, the topics and projects being implemented in the fields of education, health care has focused on solving the locality urgent problems. Such as: subject "Research of building, planning and developing human resources and network of human resources training institutes in Ha Nam province" as the basis to determine the appropriate human resources to the needs of socioeconomic development towards industrialization and modernization. The topics in the medical field has created an opportunity for the health sector units to study about issues of people's health care, typically as theme "Building a model of giving first aid before taking to the hospital in Ha Nam". Results showed that the construction of this model is essential, reducing mortality and increase life opportunities for patients.
The topics of the social sciences and humanities has made important contributions in collecting, researching issues of history, culture, and human society to compile the "Geography of Ha Nam province" and to use as materials for research institutions to exploit, use and promote the national cultural identity of Ha Nam province.
In the period of 2004 - 2014, operational innovations and technical improvements, rationalization has received attention from all levels and sectors and gradually developed both in breadth and depth, created motivation in productive labor, an important contribution in the socioeconomic development of the province. During this period, the province has more than 3,000 innovations, technical innovations, schemes and teaching experience recognized, applied, with 62 solutions, projects, won the provincial award; 10 national award. In particular, the solution "pair of life vest" by Le Trong Hieu, Nhat Tan commune (Kim Bang) has won the international award. These initiatives are applied in manufacturing and life not only brings enormous benefits in economic terms but also bring valuable, practical benefits in terms of society. Beside offcials and engineers, there are author of initiatives who are rustic farmers that used actual labor to create initiatives that has been applied effectively in the production, typical of this movement is Mr. Dinh Cong Vien in Kha Phong commune, Mr. Tran Van Luong, Nhat Tuu commune, (Kim Bang), Mr. Nguyen Van Lam in Thanh Nguyen commune (Thanh Liem).
In addition to these achievements, activities in the period of 2004 - 2014 still have some existences: There aren't many important strategic study, with breakthrough and competitive products in the manufacturing sector and in life. The quality of research results, transfer of scientific and technological achievements are generally not high. Some businesses in the province are not really interested in scientific research and technological development; scientific research is still on movement. Many units still not been established the council of science and technology or has established but did not have high performance.
In the future, the provincial science and technology innovation will focus on changing, synchronize management mechanism, mechanism of science & technology activities; to promote the role and efficiency of the organization of science and technology in the province in implementing the key tasks science and technology; promoting research, development, technology applications; rational development, synchronized on the fields. In particular, focus on research and application of science and technology associated with the development requirements of each sector, each field, each product, focus on developing high-quality human resources...
With these great results were achieved in the period 2004 - 2014, it is convinced that in the next stage of science & technology activity of Ha Nam province will also gain further great achievements, is really the driving force of economic society, contributing to building Ha Nam increasingly prosperous and civilized.
