With that orientation, target Phu Ly city have been diversifying forms of promotion, investment and investment in particular locality partners. In December 2011, there were 1,739 industrial establishments. At the same time, the city conduct a review of business activities of companies to figure out solution for difficulties. In 2011, there were 78 companies shut down, 10 companies dissolved. Early in May 2012, there were 16 companies shut down, 6 companies dissolved because of impact of economic downturn. Therefore, the city have been actively reviewed progress of investment, production condition of companies and supervised, encouraged companies to overcome difficulties and promote business; at the same time, resolutely discipline companies who deliberately violate.
On the other hand, in association with departments in the province keep following up, checking with investors on constructing factories meeting requirement of the project approved. Recently, the city have inspected companies in Nam Chau Son industrial complex – handcraft and some companies located on rental land. Nam Chau Son industrial complex – handcraft have been promoting in infrastructure investment and allowed 14 companies to invest and do the business. So far, the city have completed the infrastructure investments such as road-bed, drain system, water tanks, electrical system (water supplement and some other additional adjusted items according to the Decision haven’t been constructed) and have set up boundary between companies in this industrial complex – handcraft.
Besides, the city focus on the target of development on handcraft, traditional villages such as focusing on training technical workers, encouraging companies to train and use local labour and give priority to people in the agricultural land acquisition condition. Continue developing handcraft in villages and villages having a skill. Currently, there are two handcraft villages, five villages have skills in the city. The city also focus on strengthening support services for development industry and qualifying human resources. The electric department of the city have been renovating to against degradation with adding substations to prevent overload of medium voltage grid. It is the business activities in handicraft industry at communes in the province, which haven’t been promoted their potential and strength, haven’t associated. The introduction of a new profession in rural areas with agricultural land acquisition was not really efficient. Quality skilled labour is lacking, especially professional skilled labour. Enterprises in the locality mainly are small and medium with low competitiveness, weak financial capacity, production and business efficiency is not high, contributing to the limited budget. On the other hand, the management and coordination of state management for enterprises operating in the city are not really effective etc.
To continue implementing industrial development with the spirit of Resolution 04 of the People’s Committee, need to restrict and resolve the limitations and disadvantages mentioned as. Together, the city continue disseminating the content of the Resolution to raise awareness for officials, Party members and the people to create consensus to continue the good work of clearance to speed up the progress of the project. At the same time, focus on resolving difficulties and facilitating business activities.
