With synchronous solutions implemented in the past term, the total investment capital of the entire society in the period 2016 - 2020 is double the period of 2011 - 2015. In which: Investment capital from the state sector reaches 26,409 VND billion (down 5.6% compared to the previous period), investment capital from the non-state sector reached VND 85,174 billion (increasing by 2.8 times compared to the previous period) and foreign direct investment capital reached 32,884. VND billion (increasing by 2.7 times compared to the previous period). Concessional loans with total ODA investment are 218.2 million USD and 27.5 million Euro. Accumulated to 20 August 2020, the province has 1,005 valid investment projects (317 FDI projects and 688 domestic projects) with registered capital of 4,206.3 million USD and 133,813.3 billion VND. In the 2016-2020 period, 3,020 new enterprises are developed with a total registered capital of 44,911 billion VND, increasing the total number of enterprises in the area to 6,566, of which the actual number of operating enterprises is over 5,000. The results of investment attraction have made important contributions to boosting the economic growth of the province. In the period 2016 - 2020, the average economic growth rate reachs over 10%; The scale of the economy in 2020 increase by 1.7 times compared to 2015, creating an important premise for the achievement of the goal of building Ha Nam to develop rapidly and sustainably.
In addition to the achieved results, still there are shortcomings in the attraction of investment and resources mobilization for investment in socio-economic development: Mobilization and effective use of human resources have not strong breakthrough; The attracted investment capital is not commensurate with the province's potential, geo-economic position, the attraction of investment capital of enterprises in the agriculture is limited. The exploitation and use of natural resources are not reasonable and economical. The environment is polluted in many places. Investment orientation is still spread, not focused. Many projects have slow progress, low disbursement rate; the quality of labor does not meet the requirements ...

In order to continue to mobilize and effectively use human resources to promote the province's socio-economic development in the coming time, Ha Nam will focus on a number of tasks and solutions: Improve the dynamism and pioneering of leaders of branches and levels in performing the role of supporting and accompanying enterprises; focus on developing provincial planning for the period 2021 - 2030, with a vision to 2050, industrial zones, land use planning, especially advantageous land locations for development of services, commerce and housing, detailed construction plannings of functional zones, urban areas; encourage the mobilization of variety resources to invest in the construction, renovation and upgrading of socio-economic infrastructures in a synchronous, modern, immediately, complete transport system connecting provinces, cities in the region; promote the implementation of administrative procedures reform, focusing on the building of "e-Government" and "Smart City" to reduce the quantity, time and costs of implementing administrative procedures of enterprises, especially administrative procedures directly related to investment activities, production and business; interest in training and improving the quality of human resources, especially high-quality human resources, technical workforce, skilled workers, who are industrial style, high sense of organization and discipline to promote human resource advantages, to meet the labor needs of businesses.
