Generalized education in general, and generalized primary education in particular in the province has always received attention from committees, governments at all levels. Programs, plans and objectives of the work of generalizing primary education were included in the resolutions of party congresses at all levels. Generalized education steering committee was set up at all levels, with the specific task assignment, focusing thoroughly grasp on the guiding documents of the Party, the state and the education and training sector in this regard; plan implementation, testing, evaluation, recognition tiered and setting tasks for the next year. Education & training sector coordinate to propaganda, well organized "Sending-children-to-school Day" maximum mobilization of children at 6 years old to go to school. Along with that, directing the schools to raise the quality of education, implement measures against repetition, drop out of school. Along with building a team of highly qualified teachers, fostering gifted students, the school also tutoring weak students, pay special attention to the students with disabilities, students with disadvantaged. Staffs working on generalized education have trained professionally. Generalized education steering committee at all levels also attaches great importance to socialized education, which defines the role of the leadership committees, governments at all levels are crucial. The total investment of the province for generalized primary education from 2011 to October 2013 is 372 billion VND.
From the efforts in directing and implementing, the objectives of generalized primary education at the right age in the province are gradually completed. Network of schools meet the requirements better and better, logically arranged to facilitate students to go to school. The whole province has 140 primary schools with 58,600 students; ensure on average there are no more than 35 students/class. The classrooms are safe; equipped with blackboard, properly furnished, well lit, cool in summer and warm in winter, with filing cabinets, teaching equipment, minimum conditions for students with disabilities can study propitious. Schools have functional classrooms with facilities and equipment necessary to serve the teaching and education in schools. The schools also have playgrounds, toys, and active equipment for students, to ensure conditions for students to practice safely. The schools that organize boarding for students must have a place to eat and a place to rest ensuring the hygiene and health requirements. In 1999, Ha Nam is recognized for generalized primary education at the right age. 2011 accredited for level 1 generalized primary education at the right age and 2013 accredited for level 2. This academic year, the province has mobilized 12,709/12,710 children age 6 to attend grade 1, reached 99.9%. 98.2% of children aged 11 have completed primary education and the rest of the children at this age are still in primary school. 85.7% of primary pupils learn 9-10 sessions/week. About the staffs, ensuring there are 1.53 teacher/class. 100% teachers meet the standards or above which accounted for 92.6%. Also from the academic year 2012 - 2013 to 2013 - 2014, every primary school will be invested 1 - 2 foreign language classroom with a total budget of 45 billion VND. As of October 2013, 6/6 of districts provincial cities are qualified level 2 generalized primary education at the right age, which Duy Tien, Kim Bang has achieved 100% units. The level 2 generalized primary education at the right age achieving rate in the remaining units are: Binh Luc 94.7%, Thanh Liem 94,1%, Ly Nhan 95.7%, Phu Ly 90.5%.
Becoming one of the first units of the country to achieved level 2 generalized primary education at the right age is an encouraging results in the development of the province's education and training. However, how to maintain, strengthen and improve the quality of generalized education is all that matters. There are 5 communes in the whole province still not reached level 2 generalized primary education at the right age. About facilities, the rate of level 4 classrooms in primary school still high, there are still a number of primary schools has not reached level 1 standard. Promoting the efficiency of the functional classrooms is still limited. About the staffs, although the rate of teachers meets the standards is quite high, but to meet the requirements of the basic innovation, comprehensive generalized education and training, we must continue to strive.
In order to maintain and improve the quality of level 2 generalized primary education at the right age, mobilized 100% of children aged 6 to go to school, ensuring that 100% of children aged 11 completed primary education, maintaining the number of students in class, all primary students study 2 sessions/day, 100% of teachers meet the standards and have enough specialized teachers for all primary schools; the provincial generalized education steering committee have planned to implement with the specific solutions. Accordingly, strengthening the role of the leadership and guidance of the Party committee, government at all levels to generalized education in general and generalized primary education at the right age in particular. The generalized education tasks will be specified in the annual working plan and monthly working program. The goal of generalized education and related issues should be included in the socioeconomic development program. Together with that, organize to review, assess the true state of the staff, teachers, on that basis, make training plans, fostering and retraining, to ensure sufficient quantity and quality. Making management mechanisms towards strengthening discipline, enhance the sense of responsibility, professional ethics. Increasing inspection, testing, especially in the areas of expertise and quality management education. Propaganda continues to be promoted in order to mobilize the entire population strength in implementing generalized education, socialization in solidification of school, building national standard schools. /.
