1. To facilitate the industrial and handicraft development, the province has developed the planning and construction of industrial parks, industrial clusters at favorable locations to attract businesses to invest in the production and trading. Up to date, the province has obtained the Prime Minister’s approval for the construction and development of 8 concentrated industrial zones (including 4 industrial parks which have been put into operation).
•           Dong Van I Industrial Zone: Covering an area of ​​138 hectares, located in Dong Van town, Duy Tien district, Ha Nam province, adjacent to National Highway 1A, Phap Van - Ninh Binh highway, Highway 38, North-South railway; 40 km away from the center of Ha Noi, 90 km away from Hai Phong port. 100% of the area is fully occupied now, attracting 59 enterprises.
•           Dong Van II Industrial Park: Covering an area of ​​269 hectares, located in Dong Van town, Duy Tien district, Ha Nam province, adjacent to National Highway 1A, Phap Van - Ninh Binh highway, Highway 38, North-South railway; 40 km away from the center of Ha Noi, 70 km away from Noi Bai airport and 90 km away from Hai Phong port. The construction of the infrastructure has been finished, attracting 11 enterprises, including 7 foreign-invested enterprises.
•           Chau Son Industrial Park: Covering an area of ​​169 hectares, located in Chau Son commune, Phu Ly City, 1 km away from National Highway 1A, 4 km away from National Highway 1A, 2 km away from the North-South railway, 58 km away from Hanoi, about 80 km away from Noi Bai airport, about 100 km away from Hai Phong port. 40 hectares has been leveled, the construction of the main roads, drainage systems and substations has completed. There have been 12 enterprises registered for investment. The construction of the water supply station was completed in 2010 with the capacity of 3,000 m3/day and night, the wastewater treatment plant with the capacity of 1,000 m3/day and night.
•           Hoa Mac Industrial Park: Covering an area of ​​200 hectares, located in the following communes and towns: Chau Giang, Trac Van and Hoa Mac, Duy Tien district, adjacent to Highway 38, 5 km away from Phap Van - Ninh Binh highway, 7 km away from North - South railway, 50 km away from Hanoi, about 70 km away from Noi Bai airport, 83 km away from Hai Phong port. The leveling works, construction of transportation infrastructure, water supply, power system, etc. are currently carried out in order to attract investments. Two projects were granted investment certificates.
•           ITAHAN Industrial Park: Covering an area of ​​300 hectares, located in the communes of Hoang Dong, Tien Noi, Tien Ngoai, Chau Giang, Dong Van town (Duy Tien district) and Hoang Tay Commune (Kim Bang district); located adjacent to National Highway 1A, Cau Gie - Ninh Binh Highway, Highway 38, North - South Railway, 40 km away from Hanoi, 70 km away from Noi Bai airport, 90 km away from Hai Phong port. The investment procedures are being completed. The construction of infrastructure is projected to commence in the third quarter of 2010.
•           Ascendas - Protrade Industrial Park: Covering an area of ​​300 hectares, located in the following communes: Dai Cuong, Nhat Tuu, Nhat Tan, Dong Hoa, Le Ho (Kim Bang district), 2 km away from National Highway 1A, 4 km away from Cau Gie - Ninh Binh Highway, 2 km away from North - South Railway, 40 km away from Hanoi, 70 km away from Noi Bai airport, 90 km away from Hai Phong port. The survey is currently conducted for detailed planning.
•           Liem Can - Thanh Binh Industrial Park: Covering an area of ​​200 hectares, located in the communes of Thanh Ha, Thanh Binh, Thanh Phong, Thanh Luu, Liem Can (Thanh Liem district) adjacent to Cau Gie - Ninh Binh Highway, 4 km away from North - South Railway, 62 km away from Hanoi, about 84 km away from Noi Bai airport, about 104 km away from Hai Phong port. The investment procedures and site clearance compensation are currently carried out. The construction of infrastructure is expected to commence in the third quarter of 2010.
•           Liem Phong Industrial Park: Covering an area of ​​200 hectares, located in Liem Phong commune, Thanh Liem district; adjacent to Highway 21, 4 km away from North - South Railway, 60 km away from Hanoi, around 82 km away from Noi Bai airport, about 102 km away from Hai Phong port. The investment procedures and site clearance compensation are currently carried out. The construction of the project will commence in the fourth quarter of 2010.
2. Regarding transportation, in addition to the convenient traffic network facilitating the economic, cultural, social exchange with other regions, the city’s internal traffic network and rural traffic network has also developed; the closed network has been formed, with more than 4,000 km. In 05 years (2005-2010), the province has completed 73.55 km of secondary channels, 19.8 km of flood diversion, 38.8 km of Highway, 76.8 km of provincial roads, 15 km of urban roads, 562 km of rural roads.
Thousands of kilometers under the commune-level management and roads within villages were constructed with concrete or with hard surface. 4 permanent concrete bridges connected the two banks of Day River within the area of Phu Ly City. Motor vehicles can easily and conveniently travel to most communes and villages in the province.
The freight capacity of the transportation sector in the province in 2009 was 5,690 tons/year, with the volume of freight traffic of 282,700 tones/km. The province is currently promoting, and will continue to promote in the coming future, the planning for upgrading and completing the traffic network, especially that in mountainous communes for exploitation and development of the economics in Tay Day.
3. Irrigation Systems:
The dyke system of the province is 362.98 km long, of which the dyke system of Red River is 38.973 km long; such of Day River is 49.516 km, other dikes and secondary dikes are 274.5 km long). Construction of embankments for 20 construction works, including embankments for banks of 14 works (Red River: 3, Day River: 11), embankments for spouts of 4 works (Red River: 4), abutments for 2 construction works (Day River L = 4,084 m). 214 drains (Red River: 11, Day River: 22; other rivers: 181). Over 3 years of implementation of the Law on Dykes, (2007-2009), the State has invested funds in the construction, regular maintenance and anti-degradation of dykes with a volume of 129,000 m3 of earthwork; 5,200 m3 of concrete, 53,960 m of reinforced dykes by deep drill and grout method with a total budget of VND 34.35 billion.
The irrigation system in the province currently consists of 50 pump stations operated by provincial irrigation work exploitation companies, with 309 pumps having a capacity of 1,000-27,000 m3/h (excluding pump stations operated by Bac Nam Ha Irrigation Work Exploitation Company); hundreds of small and medium-sized pump stations are operated by cooperatives. The canal system currently consists of 3,502 km of irrigation canal, 1,300 km of channels and over 1,500 km of drain dams, siphons, canal bridges of all types. Every year, this system provides irrigation and dewatering of more than 70,000 hectares of rice and secondary crops, and dewatering of more than 75,000 hectares for human welfare. The irrigation system is gradually completed, the irrigation channels are solidified, many work items are additionally construction, renovated and upgraded.
The irrigation system has fundamentally ensured the agricultural irrigation and drainage, flood drainage, prevention of disasters’ harms to people, social and economic facilities in the province. The irrigation system is being, and in the future will continue to be, upgraded, expanded and completed in a modernization orientation.
4. The water supply and drainage infrastructure for production and daily life activities have also been planned for development, ensuring water supply and drainage for industrial factories, commercial and service establishments and residential areas in the province.
5. Power transmission and distributionnetworks have been built in almost all villages. 100% of residential households and business establishments, administrative and professional bodies in Phu Ly city and districts have been connected to and have been using the national grid. The power load capacity is sufficient with no voltage drop at peak hours. The electricity authorities pay close attention to maintenance works in order to reinforce the grid, the total value of regular maintenance in 2009 and 3 months in 2010 was VND 3.75 billion, the total expenses for significant repair was VND 14.8 billion. Ha Nam will continue to improve and upgrade the power grid to achieve the national standards and construct a number of new systems and works (109 works in 2009, 52 works in the first quarter of 2010) to meet the power needs for the industrialization, modernization and socio-economic development of the province in general.
6. Indicators on socio-economic, telecommunications and communications
The total number of telephone subscribers in 2009 was 213,500, increased by 23% compared with that in 2008 and 153.66% compared to the plan, constituting the total number of subscribers to 695,153, with the the average of 83 subscribers per 100 people. Internet subscribers (ADSL) was 3,638 subscribers in 2009, constituting the number of subscribers to 12,500, increased by 59% compared to that in 2008 and increased by 39% compared to the plan, with an average of 1.5 subscribers per 100 people. E-governmental activities reached the third level. The electronic portal of the province was opened and has been operated, serving the local administrative reforms, meeting the requirements of the provincial Party’s Committee, People's Council, People's Committee and local people.
 
7. Infrastructure in the commercial, financial, credit and bankingareas are increasingly extended, meeting the fundamental needs for using the services of the local people, socio-economic organizations, investors and producers in all economic sectors within and outside the province. There are branches of Vietnam Joint Stock Commercial Bank for Industry and Trade, Joint Stock Commercial Bank for Investment and Development of Vietnam, the Bank for Agriculture & Rural Development in Phu Ly and other districts. There are also branches of joint stock commercial banks and social banks for the poor and people's credit funds in a number of localities.
8. Social infrastructure: Ha Nam Province is one of the provinces with developed networks of health, education, culture and social welfare facilities. To date, the province has 210/411 schools which are accredited of meeting the national standards, accounting for 51% (including 42/120 kindergartens, 128/140 primary schools, 35/120 junior high schools, 5/25 secondary schools); 75% of the schools’ facilities are concreted. The system of universities, colleges, professional and vocational training schools in the province are expanded and enhanced; joint training programs are organized to step by step meet the demand for training and learning for improvement of workers’ skill. The comprehensive education quality has seen significant changes and progress, especially intelligentsia. For many years, the province continually achieve good results in the high school graduation, university, college, national excellent student exams, ranking in the top 10 provinces with high training and learning quality in the country.
Ha Hoa Tien University, Ha Nam Teacher Training College, Central I Radio - Television College, Medical College, Northern College of Water Resources and a number of professional secondary and vocational schools are located in Ha Nam province.
9. Medical Facility Network: The province currently has 12 hospitals, 04 regional clinics and 116 medical aid stations of communes and wards, all under the State management and hundreds of traditional medical facilities, private health care centers, and pharmacies to care for local people's health. There are totally around 980 doctors and nurses. Annually, the province’s medical facility network serves hundreds of thousands of patients, ensuring primary health care for the local people; no large-scaled epidemics have occurred in the region.
All districts have spaciousrecreation centers, many communes have their own recreation centers, libraries or tradition centers for organization of cultural activities of the local people.
These are material technical infrastructure factors and conditions for economic and social development of the province.
