Up to now, most of the natural resources and the environment fields in the province has planned, which is an important basis for the management, planning the socio-economic development policies: Planning of Environmental protection period 2010 - 2020 and orientation towards 2030; Environmental Protection Plan period 2010 – 2015; Planning of environmental pollution treatment in some pressing places; Provincial Planning and Action programs of the environmental protection, solutions to prevent and remedy environmental pollution caused by storm and floods; Environmental Monitoring Plan; Surface Water Management Plan; Groundwater management Plan; Planning of exploration, exploitation, and use of minerals as common building materials until 2020, and orientation towards 2030; Planning of 3-level land use period 2001-2010 and 2010-2020, etc.

Nearly 70 legal documents in the environmental and resources management area were issued by They were issued due process, jurisdiction, constitutional, lawful and in accordance with the actual situation; basically solved local problems, especially the issue of mechanisms and policies, the provisions on compensation, site clearance, assistance and resettlement when the Government recovered land in line with the actual conditions of the province. Most of the communal units have cadastral maps using digital technology to serve the management. To contribute to speed up the investment of the socio-economic development  projects, Ha Nam Department of Natural Resources and Environment has been  actively coordinate with the concerned departments to implement the land clearance, land recovery and allocation, land lease.

From 1st Jan 2011 to 30th June 2014, the Department has submitted 189 projects of land allocations and land lease to the Provincial People’s Committee; 137 of which were approved by the District People’s Committee. The land allocation, land lease which are based on the planning have been approved, ensuring giving them to the right people, the right location, area and in accordance with regulations of the Government. The administrative procedures have been implemented quickly, which has significantly contributed to accelerate the implementation of the project. The order and procedures of land acquisition, land allocation, land lease as well as the planning of the compensation for site clearance are in accordance with the law.

Creating the annual land price list is implemented synchronously from provincial level to grassroots by carrying out surveys. Then the PPC submit the price list to the PPC's Council. Once is approved, it will be promulgated in the province in accordance to the Regulations and local practical conditions.

The grant of the Certificates of Land Use Right (CLUR) has been carried out in all communal units in the province. The province has granted 242 894 CLURs for households and individuals; 77 CLURs for National security and Defence land; 832 CLURs for Public Administration Organization; 698 CLURs for religious land; 1,599 LURCs for spiritual land; 755  CLURs for land of administrative agencies; 1,314  CLURs for land of economic organizations.

The natural mineral resources of Ha Nam province are mainly used as common construction materials. The Department of Natural Resources and Environment has frequently coordinated with all relevant departments, consulted PPC to direct the departments to review inspect and handle the violations in mineral activities and safety work in construction materials mines.

Ha Nam has also strictly implemented the evaluation and approval of the basic design of mines as well as the occupational safety and environmental protection issues towards projects of permitting mineral exploitation activities. Measuring, calculating the volume of exploitation are the basis for reporting, inspecting, evaluating the results of mineral activities as well as the contents implementation of the mining plan of 179 active mines in the province. The province has signed the Land lease contract of land mines and mineral processing land with 111 mines of 431.50 ha area; decided to lease and signed a lease contract for land on mineral processing areas with 79 projects with an area of 330.390 ha.

The mines were explored to assess the reserves and the main minerals are limestone, cement, clay cement, clay brick and limestone building material which are used as common construction materials. Exploration technology mainly used is drilling in combination with geological route. Layer mining with shovel-truck-inclined technology and Layer exploitation by direct transporting have been used.

The revocation of mining permits, mines closure in the idled mining activities areas and in the cemented planning areas has been done relatively well by the Department of Natural Resources and Environment in collaboration with the Committee at all levels and the relevant departments, thanks to the directing of The Provincial People's Committees.

Overall, the mineral management has had drastic changes: processing rate has gone up, mineral values has considerably increased year by year, which contribute to economic growth, job creation and local budgets raising.

Water resources management has been enhanced and has many changes. In 2003, no organizations controlled the exploitation of unplanning water resources, many enterprises freely discharged wastes which affected the environment and water quality. Up to now, the province has directed management planning for groundwater and issued directives to strengthen the management of water resources and issued the provisions on the management of the permitting water resources activities in the province.

To continue to improve the legal framework in order to manage water resources, improve water resource management in the province, in 2009, the Department of Natural Resources and Environment participated the project of improving  water resources management skills financed by the Kingdom of Belgium. In 2010, they built the surface water management planning, and at the beginning of 2013 they conducted a survey on drilling wells for immediate treatment measures.

Permitting water resources activities started being on the right track. Up to now, the Department has consulted the Provincial People's Committee to grant 89 permits for exploiting and using water resources and discharging wastewater into water sources for organizations which operate in Water resources field.

To fulfill the objectives of economic growth going hand in hand with environmental protection, the Department of Natural Resources and Environment has advised the provincial Party Committee, People's Council to concretize the Party's guidelines and legislation policies of the State for environmental management field, such as the program of action for the implementation of Resolution No. 41-NQ/BCT of the Political Bureau of Environmental Protection in the period of accelerated industrialization and modernization of the country; the planning of environmental protection period 2010 - 2020 and orientations towards 2030; Environmental protection schemes in 2010-2015; Scheme handle environmental pollution points urgent; Plans and programs of action of the provincial environmental protection, plans for preventing and remedying environmental pollution caused by the flood and storm.

The propaganda is carried out regularly by signing the Cooperation program of action for environmental protection with related industries and the socio-political organizations; holding seminars and training on environmental protection, propagating environmental legislation on the mass media.

The appraisal report of environmental impact assessment (EIA) for investment projects to be taken seriously interested. From 2005 to the present, new investment projects are required to EIA reports, or commitment to environmental protection. The province has instructed provincial authorities and organizations to seriously evaluate and ensure the before submitting to the PPC for approval. From 2005 to the end of 2013, the Provincial People’s Committee has approved 242 EIAs, 06 added EIAs.

From 2007 to the end of 2013, the district conducted inspections and confirmed 353 commitments for environmental protection projects under the jurisdiction of the district level. By the end of of 2013, they have granted Registration of Hazardous Waste Generators for 328 production, business and service establishments in the province and re-visits the 1st time for 32 establishments, the 2nd time for 05 and the 3rd time for 1 facility; Permits of self-treatment and disposing hazardous waste for 01 facility. They also urged and collected the fund of environmental restoration; by the end of the July 2014, the total money was 30,794,100,259 VND.

The environmental monitoring and inspection in urban areas, industrial zones, the production establishments which are the environmental hot spots is strengthened. Inspect works on environmental treatment at the production establishments, mines closure and environmental rehabilitation and restoration. Regularly monitor and control water pollution in Nhue - Day river, pollution monitoring in production establishments as prescribed and report unusual movements to take treatment measures.

To raise the effectiveness of state management on natural resources and environment, inspection and testing have been concerned, maintaining from the interdisciplinary inspection to periodical inspection.

Through inspections and testings, the Department has imposed administrative sanctions, retrospectively collected taxes, fees; paid additional deposits for environmental restoration; implemented measures to reduce environmental pollution; overcome the issue of labor insecurity and exploitation beyond boundaries. From 2009 - 2013, the total fine is 521.45 million VND

Coordinating with the other departments, the People’s Committee from Districts to city have inspected more than 200 organizations and individuals operating in mining activities and rectified irregularities promptly.

Strictly implement meeting people regularly; receive, examine and resolve complaints and denunciations of organizations and citizens which are related to sectors as following: the order and procedures for land allocation, CLUR granting, land clearance  and resettlement compensation, mining and environmental pollution management.

Through the inspection, pressing issues about exploitation and use of natural resources and environmental management have gradually been removed, the environmental quality has been improved, the complaint situation especially prolonged complaints has decreased./.
