Duties and powers of Ha Nam Provincial People’s Committee
Provincial People’s Committee is a local State administrative agency, is the executive body of the Provincial People’s Council, is responsible for the implementation of the Constitution, Laws and other documents of superior State agencies and the Provincial Party Committee, Standing Committee of the Provincial Party Committee, Resolutions of the Provincial People’s Council in order to ensure the implementation of policies and measures for socio-economic development, consolidation of national defense and security and implement other policies in the province.

Duties and powers of the Provincial People's Committee in performing the State management are specified in Article 43 of the Law on Organization of the People's Council and the People's Committee, including:

1. Local state management in the fields of agriculture, forestry, fishery, industry, handicrafts, commerce, services, culture, education, health, science, technology and environment, physical training, sports, press, broadcasting, television and other social fields, State management of land and other natural resources, management of the implementation of quality measurement standards for product and goods quality;

2. Propagating and educating the law, inspecting the observance of the Constitution, laws, documents of superior State agencies and resolutions of the People's Council of the same level in State agencies, economic organizations and social organizations, people's armed units and local citizens;

3. Ensuring political security, social order and safety; performing the task of building the armed forces and building the national defense of the whole people; implementation of the military service regime, on-site logistics tasks, mobilization tasks, military rear policies and policies towards the local people's armed forces, household registration and civil status management in the locality, managing the residence and travel of foreigners in the locality;

4. Natural disaster prevention, protection of property of the State, economic organizations, social organizations, protection of life, freedom, honor, dignity, property, other legitimate rights and interests of people; anti-corruption, anti-smuggling, counterfeiting and other social evils;

5. Managing the organization, payroll staff, wage labor, State and commune-level staff, and social insurance according to the Government's decentralization;

6. Organizing and directing the implementation in the locality according to the provisions of law;

7. Organizing and carrying out the collection and expenditure of the local budget according to the provisions of the law; coordinating with concerned agencies to ensure correct, sufficient and timely collection of taxes and other local revenues.

The Provincial People's Committee shall coordinate with the Standing Committee and the Committees of the Provincial People's Council to prepare the contents of the meetings of the People's Council, develop proposals to submit to the People's Council for consideration and decision.

The Provincial People's Committee is under the leadership and responsible for reporting to the Provincial Party Committee, the Provincial People's Council and the Government.

The Provincial People's Committee is composed of the Chairman, Vice Presidents and members working in the Provincial People's Committee, including the Office of the Provincial People's Committee and departments, branches, in which the Office of the Provincial People's Committee is the general agency that directly assists for the People's Council and the Provincial People's Committee in directing, operating and managing the state in the province in order to fulfill the above functions and tasks.
