Mr Nguyen Hoang Bon – Deputy director of Ha Nam Construction Department said at the beginning of 2009 that Ha Nam have urgently surveyed and summarised the data of number of poor households in accordance with the criteria for selection of the villages and sent a report to People's Committee of Ha Nam province about supporting poor households on housing.
According to the data of agencies, in the past three years, Ha Nam province have mobilised about 82,362 billion (19,266 billion from the Central Committee budget, 3,853 billion from the local budget, the remaining is loans from Vietnam Bank for Social Policies and other sources). The method we mobilised from the local sources was “The Government, the People’s Committee of Ha Nam province donate, households implement and community support.”
The scale of a house for a poor household is about 27 m2. The main materials used are such as wood for the trusses, munro and bamboo for the roof frame, fibro-cement or bricks for the roof cover, which meet at least standard level 4 and last for over 10 years. Through this basic calculation, each house cost about 25.65 million (7.2 million from the Central Committee and the local budget; 8 million from preferential credit loans, 10.45 million other sources)... Through this method, there are 2,938 houses have been built up to now and which are guaranteed about the quality.
Through the program and the policies about supporting poor households on housing, it has demonstrated the superiority of the Government and the Communist Party, which also has political, social, economic and humanity meaning in order to ensure poor households have a stable and safe house to stay. Step-by-step it improves the living standard to reduce poverty in a sustainable way. This policy has been received attention from the whole political system and people.
To implement this work well, beside propaganda sessions in the communities, People’s Committee had issued announcement No. 559-TT/TU to command and control selecting and approving households as poor subjects in the province. In fact, after three years of implementation Decision 167 of the Prime Minister, we haven’t supported wrong subject yet.
Beside support on housing for poor households, we also witnessed positive changes in implementation on social housing for workers at industry parks and students at university in Ha Nam province. According to Mr Nguyen Van Ha - Director of Project Management student housing round-up unit (Ha Nam Construction Department), in the new academic year 2011 - 2012, two halls of residence for students have been building with 54 billion of investment. (there are 50 rooms with 45m2 and there are 8 students in room. Department of Construction have approved a project on gathering universities in an area of over 40 hectares. At the moment, all universities are working on the project.
However, according to Mr Vu Hoang Bon, in the current inflation situation, the prices of construction materials still continue to raise rapidly, and the mobilisation fund is low and it affects the process of the project. Hopefully, we will find a solution for this hard problem./.
