Implementing the direction of the Government, the Prime Minister, the National Steering Committee for COVID-19 Prevention and Control, and the Ministry of Health, especially the direction of the Prime Minister at Public Telegram no. 540/CD-TTg on April 23, 2021, Public Telegram no. 541/CD-TTg dated April 23, 2021, conclusion in Announcement no. 81/TB-VPCP dated 26/3/2021, clearly defining that the risk of disease outbreaks is always exist and the task of taking care and protecting the safety and health of the people, organizing the election of the XV National Assembly and the election of People's Council at all levels, term 2021-2026 are important missions, the People's Committee of Ha Nam Province, the Steering Committee for COVID-19 Prevention and Control of Ha Nam Province urgently promulgated documents to direct and assign specific tasks to heads of departments, unions, agencies, and enterprises in the province, Chairman of the People's Committees of districts, towns, and cities on strengthening the COVID-19 prevention and control measures in the province with the motto “prevent actively, detect early, isolate quickly, treat effectively, finish at a given moment, quickly stabilize the situation".
On April 29, 2021, Ha Nam province discovered 01 positive cases for SARS-CoV-2 after 06 months without having a COVID-19 case in the community. Patient 2899 has permanent residence in Quan Nhan Village, Dao Ly Commune, Ly Nhan District, Ha Nam Province. With the motto “fight against epidemic like fighting against the enemy", right at the night, the Steering Committee for COVID-19 Prevention and Control of the province and district directed several specific missions:
1. The Health and Police sector zone, find the exact number of F1 and F2, isolate F1 and almost 200 F2 in accordance with the regulations and guidelines of the Ministry of Health, and set up control posts in the whole Quan Nhan Village.
2. Speed up the test sampling schedule with a deadline before 3:00 on April 30, 2021. Conduct a combined sample test for 320 households with 991 people, a separate sample test for all F1.
3. Form COVID community supervision teams in Quan Nhan Village to come to every household to ask people to perform quarantine seriously. Resolutely handle violations.
4. Propose Military Region 3 to disinfect the entire Quan Nhan Village at the dawn of April 30, 2021.
5. Assign the military to run, manage the quarantine areas rigidly, safely, and in accordance with regulations. Check, review, and overcome limitations to avoid infection in quarantine areas and medical facilities.
6. Prepare facilities to serve the prevention and control of epidemics, prepare scenarios for the worst situations that can occur. Prepare food, necessities, especially ensuring food safety and hygiene for people in blockade and quarantine areas.
7. Stop all concentrated activities, religious facilities, tourist areas, non-essential service activities from 18:00 on April 29, 2021.
The mission of disease prevention and control in the coming time of Ha Nam Province is still difficult, challenging and there may be complex and unpredictable developments. However, Party committees, authorities, the Steering Committee for COVID-19 Prevention and Control at all levels, and the people in the province always trust, unite, determine, seriously implement prevention measures so the pandemic can be controlled soon, contributing to stabilizing production and people's life. Ha Nam Province identifies the key missions that need to be done in the coming time:
1. Follow the direction of the Politburo, the Secretariat, the Government, the Prime Minister, the National Steering Committee, and guidance of the Ministry of Health, determine to control the situation at villages of Quan Nhan, Dao Ly, Ly Nhan.
2. Mobilize the strength of the whole political system into the prevention of epidemics with a dual goal: prevent and control the epidemic, develop the economy. Strengthen leadership, promote responsibilities of the heads, implement the motto “four on-site", proactively respond to the pandemic.
3. Communicate on time and transparently about status and measures to prevent epidemics, recommendations, regulations, requires people to proactively implement measures to prevent and control epidemics, especially 5K, installing traced and medical declarations applications.
4. Regularly organize the inspection and supervision to promptly urge and correct the prevention and control of epidemics at units, localities, and ensure safety for personnel who participate in COVID-19 prevention and control. At the same time, encourage the front-line personnel timely.
5. Update, supplement, improve, implement safety instructions in the “new normal", especially focusing on hospitals, schools, manufacturing facilities, factories, offices, markets, supermarkets, bus stations, public transport.
6. Strictly manage immigration, especially focus on managing and approving experts and foreign workers entering the province; review and check the entire quarantine process, don't let infection in concentrated quarantine facilities.
7. Continue to implement the COVID-19 vaccination plan, ensure safety, efficiency, utilizing the ability of vaccine.
