Ha Nam: Promoting the implementation of online public services at level 3 and 4
One of the important goals to improve the efficiency of administrative reform, including administrative procedure reform is to strengthen the application of information technology, and to deploy online public services in the implementation of handling administrative procedures, contributing to well fulfilling the political and professional tasks of each agency and unit.

Online public services include online public administration services and other services provided by state agencies to organizations and individuals based on the internet. Online public services have 4 levels corresponding to each different service:

Level 1 online public service is a service that ensures to provide sufficient information about administrative procedures and documents related to those administrative procedures.

Level 2 online public service includes Level 1 online public service that allows people to download document templates to declare and complete records as required. Those records, after being completed, will be sent online to state administrative agencies and organizations providing services.

Level 3 online public service includes Level 2 online public service, allowing people to fill out and send online document forms to state agencies and organizations providing services. In the process of processing documents and providing services, transactions will be done on the internet environment. People will receive results and pay fees if available directly at state agencies and organizations providing services.

Level 4 online public service includes Level 3 online public service, allowing people to pay online fees if any. The results will be paid online or sent directly by post to the people.

Currently, Ha Nam Provincial Public Service Portal and electronic one-stop information system provides 2,067 sets of administrative procedures, of which level 4 online public service is 904, reaching 43.73%, level 3 online public service is 964, reaching 46.64%, level 2 online public service is 199, reaching 9.63%. The rate of online application processing on the Public Service Portal and the electronic one-stop information system has increased significantly: In 2020, the rate of online applications is 10,998/228,091 reaching 4.82%. In the first 6 months of 2021, the online application rate was 13,680/106,434 reaching 12.85%.

Along with that, sending documents and returning results via the public postal service also achieved many encouraging results. In the first 6 months of 2021, at the Ha Nam Provincial Public Administration Service Center, 106,434 applications were received and 3,726 results were returned via the public postal service. In which, mainly administrative procedures of the Department of Justice, the Department of Transport, the Department of Education and Training, the Department of Information and Communications in areas such as granting and changing driver's licenses, issuance of criminal reports, etc. Thereby, it creates favorable conditions for organizations and individuals, reducing costs and travel time, and being highly appreciated by organizations and individuals. Organizations and individuals when carrying out administrative procedures through the public postal service in the province are satisfied with the service of the postal staff in guiding the process of receiving documents as well as return the results of administrative procedures. Currently, the Provincial People's Committee has not received any feedback or recommendations from organizations and individuals when implementing administrative procedures through the public postal service.

Given the complicated and unpredictable situation of the Covid-19 epidemic, the forecast of epidemic is still long, the implementation of administrative procedures in the form of online and sending and receiving results through the public postal service is an effective solution to limit direct contact, avoid disease transmission in the community.

On the other hand, with the use of online filing form through online public services at levels 3 and 4, people and businesses can submit dossiers of request for administrative procedures with state agencies 24 hours a day at any location with an internet connection. Applicants can be provided with timely and accurate information on the processing status of complete and detailed administrative procedures. In particular, for level 4 online public services, people and businesses can pay fees and charges through electronic payments on the network environment, receive results at home if they need without going directly to state agencies or the Department of Receiving and Returning Results at all levels.

The promotion of the provision and use of online public services to settle administrative procedures in the province will contribute to creating favorable conditions for people and businesses, creating satisfaction of organizations and individuals with state agencies and contributing to improving competitiveness, building e-Government, towards digital government, digital economy and digital society as the goal of Resolution No. 17/NQ-CP set forth by the Government./.
