Along with the appropriate mechanisms and policies and the drastic
leadership of the Provincial Party Committee, People's Council, People's
Committee, the strictness of the sector, localities and the efforts and
determination of businesses, cooperatives, farmers in the whole province, the
agricultural sector has basically completed and exceeded the tasks that have
been set out, the average growth rate of the agricultural sector is estimated
at 1.02% in the period 2016 - 2020; The internal structure of the sector has
been shifted towards increasing the proportion of the husbandry - fisheries and
services sectors, and gradually decreasing the proportion of cultivation -
forestry. The rate of mechanization in agricultural production has achieved positive
results, especially in rice production, reached 100% in soil preparation, 85%
in harvesting, 40% in cultivation; 35% in storage and processing. Average production
value/ area unit of cultivation and aquaculture fields in 2020 is estimated at
120 million VND / ha, increasing by 23.9 million VND compared to 2015. In the
process of agricultural industrialization, in there have been many advances in
science and new technology applied to production the field of cultivation such
as: combine harvester, transplanter, straight rice sowing with sowing tool, technology
of spraying plant protection chemicals and foliar fertilizers with drones.....
has contributed to increase rice yield compared to traditional rice cultivation
methods by 10 - 12%, improve labor productivity, bringing rice yield in the province to the group of provinces
with high rice yield in the country. Many production models with high economic
value have been formed and developed, attracting large enterprises who are
capable of applying science and technology to invest in agricultural zones applying
high technology of the province such as the hi-tech agricultural zone in Xuan
Khe commune - Nhan Binh with an area of 180 hectares, Nhan Khang commune with
an area of 21.6 hectares. Production value per hectare of cultivation by 2020
in agricultural zones applying high technology for outdoor production reach
from 1.2 to 1.4 billion VND / ha / year, in greenhouses reach 3- VND 4 billion
/ ha / year. For the cattle-breeding and aquaculture sector, there is a
positive shift, developing towards accelerating industrialization in cattle-breeding
production, the form of production shifting towards farming, industry, by 2020
The province has 891 cattle-breeding and poultry farms, increasing by 129 farms
compared to 2015. The proportion of farm and industry husbandry accounts for about 50% of the total herd. Most
of the farms are invested in synchronous, modern, closed facilities, equipment,
veterinary hygiene ..., especially new technologies have been applied in
production such as technology of incubating poultry eggs with industrial
incubators, technology of river fish farming in ponds, microbiological
technology in environmental treatment ... have made important contributions to
improve livestock productivity, helping to keep average growth always at a high
level, the cattle-breeding sector reached 2.7%, the fishery reached 3.7%. Cattle-breeding
and fishery have risen to account for 54% of the internal structure of the sector,
contributing to maintaining the overall growth of the agricultural sector.Along with the development of production, the building and development
of trademarks for a number of agricultural products have been deployed. The
whole province has built many brands of goods such as Dai Hoang Banana, Nhan
Hau stew fish, Tien Phong hooves chicken, rice paper rolls of Cheo village,
Bich Tri vermicelli, Voc alcohol, Minh Duc cordyceps mushroom, Nha Xa silk, Doi
Tam drum and Hanamilk milk, Muc Dong Milk ... exceeded the goals set out in the
Resolution. Chain-link production models were initially formed and developed,
bringing high efficiency such as dairy cow farming chain, poultry breeding
chain, exported cucumber chain ... The obtained value of linkage models is
10-20% higher than traditional production and has high stability, ensuring
stable product consumption for farmers. Currently, many products have been sold in big
supermarkets such as VinMart, VinMart +, BigC, AEON. Many new cooperatives have
been established and developed with high efficiency in production, business and
operate all over the fields such as fruit and vegetable production,
cattle-breeding, aquaculture, supplying quality products, ensuring food hygiene
and safety for the market.
In addition to the achieved results, there are still some shortcomings in the process of directing the implementation of promoting industrialization and developing hi-tech agriculture in association with establishment of product trademarks such as: The average growth rate, average production value/ unit area of the cultivation and aquaculture sector are low; the mechanization rate in some stages and some production fields is not high; enterprises investing in production at agricultural zones applying high technology and enterprises preserving and processing agricultural products are not much, not commensurate with the potential of the province ...
To continue promoting industrialization and developing hi-tech agriculture in association with product trademarks; improving the efficiency of chain linkage in agricultural production, the Agriculture and Rural Development sector proposes a number of solutions:
Firstly, well implement the planning management, review and adjust the planning towards using the competitive advantages of each locality, creating large-scale commodity zones, ensuring the environment.
Secondly, study and widely apply advanced techniques and processes to promote mechanization in agriculture, cattle-breeding and aquatic production. Apply mechanized synchronous process (from soil preparation, planting, tending, harvesting, processing); process of intensive farming of rice, corn, vegetables, fruits from seeds, investment in intensive farming; apply high technology to the development of production areas concentrating advantageous products of the province associated with safe production and processing according to the value chain, process of good agricultural practices (VietGAP).
Thirdly, encourage other economic sectors in agriculture to develop. Development of cooperative economy, production activities associated with the supply of integrated agricultural services along the product value chain, from providing input services to processing and developing markets, and supporting internal credit to members. Encourage the domestic individual economy and foreign investors to invest in agricultural production and business. This is an important force being capable of creating many jobs, attracting labor, increasing processing capacity, selling agricultural products, technical services ... for socio-economic development.
Fourth, innovate and develop cooperative economy. Encourage, support and facilitate to develop cooperative economic on the basis of links and alliances between households and farms in many forms and levels to improve economic efficiency. Innovate and develop the management system and organizational system of production and business in agriculture; strengthening the association and participation of social organizations (Farmers' Association, commodity industry associations ...). Transform cooperatives under the new law, develop types of cooperatives providing production services; well make input and output services for farmers; well implement production plans and services of irrigation, plant protection, veterinary medicine ... guide farmers to apply science and technology to production, link with businesses and economic componens to supply materials and purchase, process and sell agricultural products to farmers.
Fifth, continue to convert inefficient rice areas to fruit crops, aquaculture areas bring larger added value / area unit according to the Plan No. 1876/KH-UBND dated 26 August 2019 of the Provincial People's Committee on the restructuring of crops and aquaculture on rice cultivation land in Ha Nam province in the period of 2019-2020, with a vision to 2025.
Sixthly, improve the capacity and qualifications of managers and executives, associated with training of specialized officers such as agricultural extension, plant protection ... to be able to access and transfer technical advances to farmers. Annually, there are plans to train, foster and train farmers in each region, locality, and production field through the program of agricultural and forestry extension and training farmers with knowledge of association and cooperation in production and technical training./.
