Ha Nam is an agricultural province, belonged to the Red River Delta, located in the bottom of Day river, which has 851.7 km2 natural land, 45,000 hectares of agricultural land. For that reasn irrigation system benefit especially headworks pumping stations play an important role in the industrialization of agriculture and rural areas.

Implementing the Resolution of the seventh Congress of Party and the Resolution of the nineteenth Party Congress of Ha Nam Province, Ha Nam Provincial Party Committee issued Resolution No. 05-NQ/TU, dated 8th April , 2016 on promoting agricultural industrialization, make a breakthrough for rapid and sustainable development of agriculture and rural areas in Ha Nam province in the period 2016 – 2025, with a vision to 2035. To implement Resolutions, the Department of Agriculture and Rural Development has advised the Provincial Party Committee, People's Council and People's Committee of the province to promulgate many mechanisms and policies to promote industrialization in agricultural production, develop hi-tech agriculture in association with establishment of product trademarks and improve the efficiency of chain linkage in production.

Applying the Resolution No. 06-NQ/TU issued on 25/8/2011 of the Provincial Party Executive Committee (Session XVIII) on development of road transportation infrastructure by 2015, in the past five years, the locals have mobilised different investing sources in the transportation network, which connects to the national transoort network and gives an impulse to the development of the local economy and society.

The education and training sector of Ly Nhan district includes 6 high schools and 26 junior high schools (secondary schools), 31 primary schools and 24 kindergartens with the number of over 2,000 teachers and over 40,000 students. This is a powerful force, with health, with wisdom, with tightly organized operation, the enormous human resources for industrialization - modernization of agriculture and rural development in the locality.

According to the assessment of Office of the Central Steering Committee of housing policy and real estate market during the time of the conference of the Northern Affairs Committee (help in Hung Yen province in last April), Ha Nam is one of provinces implemented well Decision 167/2008/QĐ-TTg of the Government on policy to support poor households on housing.
